In keeping with our vision of hosting a “Green, Smart, Economical and Ethical” Asian Games, and in order to stage an unforgettable sports and cultural event with “Chinese Style, Zhejiang Glamour and Hangzhou Flavour” that will be spectacular, the 19th Asian Games Hangzhou 2022 Organising Committee (HAGOC) is pleased to announce the launch of our Games Volunteers Recruitment Programme, so that friends from around the world can be involved in our Games effort. The details of the programme are as follows:

I. Official Recruitment

HAGOC is the only official body authorised to recruit volunteers for the Hangzhou Asian Games. It may, depending on need, grant other organisations the authority to provide assistance with the recruitment process.

II. Number and Type of Volunteers to be Recruited

Games volunteers refer to individuals who are:

recruited by HAGOC or its authorised or otherwise approved organisations;

providing services voluntarily and free of charge to HAGOC in the staging of the Hangzhou Asian Games;

willing to receive the relevant training provided by HAGOC; and

providing volunteer services as part of Games-time operations, at locations and in time slots and specific posts as designated by, and under the guidance of, HAGOC staff.

HAGOC aims to recruit some 52,000 Games volunteers in total. Volunteers will be categorised according to the types of duties assigned and services performed. The three main categories of volunteers are General, Professional and Lead.

General volunteers refer to volunteers assigned to general support tasks such as ushering, providing information, greeting visitors and providing assistance, supporting cultural activities and games services.

Professional volunteers refer to those volunteers assigned to specific tasks that require professional skills, such as providing services during competitions and ceremonies, language services (including sign language and reading Braille), protocol services, supporting information technology and media operations, and assisting delegations.

Lead volunteers refer to volunteers who have excellent organisational and management skills, a high level of enthusiasm and are not only familiar with volunteer work but are also able to organise and lead volunteer teams.

III. Service Details and Service Periods

Games volunteers will provide services primarily for the opening and closing ceremonies and during sports competitions and Games-related activities.

Volunteer locations may be anywhere across the roster of competition zones in the Hangzhou city area and co-host cities of Ningbo, Wenzhou, Jinhua, Huzhou and Shaoxing. All of the zones are located within Zhejiang Province, China.

Duties performed may be in, or at, any one or more of the following Games areas: Competition Operations, Accreditation, Protocol, Language Services, Arrivals & Departures, Ceremonies and Events, Spectator Services, Media Operations, Games Services, Transport, Official Conference Services, the Asian Games Village and Official Hotels or Information Technology.

Duty periods for volunteers may be from September to October 2022 and volunteers will typically be asked to be available from 7 days before to 3 days after the Games. Volunteers assigned to special services positions may be allowed to perform their duties within a more flexible arrangement. A rotating schedule may be set up for volunteers who have been assigned to work outdoors for long periods.

IV. Candidate Requirements

1. Eligibility

Candidates should be:

1)willing to abide by Chinese laws and regulations, provide volunteer services for the Hangzhou Asian Games and be prepared to receive guidance and direction from HAGOC;

2)at least 18 years old (born before 1 September 2004) with the physical stature and maturity needed to perform the duties requested of them;

3excellent communicators and have good coordination skills, able to communicate in a foreign language other than their own (applies to Chinese nationals) or have a basic command of Mandarin (non-Chinese volunteers);

4)available to take part in training and other activities organised by HAGOC; and

5)in possession of other skills that are considered helpful to Games operations.

2. Priority admission to the programme will be given to candidates:

1) with previous experience volunteering at sporting events;

2)who are available for the entire Hangzhou Asian Games, Hangzhou Asian Para Games and test events;

3)in possession of needed professional skills including, but not limited to, interpretation, translation, listening and speaking abilities in less commonly taught languages and/or able to provide IT support; or

4)in possession of other skills that are considered helpful in the preparation and staging of the Games.

3. Other Candidate Groups

Applicants who have a disability but who otherwise meet requirements are welcome to apply. Such applicants, if successful, will be assigned to appropriate positions and given suitable tasks to perform, based on the way in which they have fulfilled admission criteria.

V. Registration and Registration Cut-off Time

The final date for registration is 31 October 2021 at midnight (12:00a.m.) Beijing time.

2.Registration Method

All applicants must submit their applications through the Volunteer Recruitment System for the Hangzhou Asian Games and Asian Para Games which can be accessed via a number of different platforms.

Individual applicants should visit one of the registration portals listed below and follow the instructions when providing the personal information required, before submitting. Please note, real names must be used when registering. Applicants will need to provide a valid form of identification such as a passport, Chinese resident ID card, Chinese military personnel certificate, Chinese armed police certificate, a Mainland Travel Permit for Taiwan Residents or a Mainland Travel Permit for Hong Kong or Macau Residents.

Group applicants should be registered as part of an organisation authorised or otherwise approved by HAGOC. The organisation concerned will provide the instructions necessary for applicants to complete the registration process through the Volunteer Recruitment System for the Hangzhou Asian Games and Asian Para Games .

VI. Selection and Admission

1.Submission Review

HAGOC and its authorised or otherwise approved organisations will review the applications including applicants’ qualifications.

2.Applicant Assessment

HAGOC and its authorised or otherwise approved organisations will select volunteers based on their performance in a number of assessments. These may include an online test, face-to-face interview, remote interview, maturity assessment and an English language test.

3.Preliminary Admission

HAGOC will issue a Preliminary Admission Notice to applicants who have passed the above assessments.

4.Letter of Commitment

Applicants who have been provisionally appointed to a volunteer position (preliminary admission) will be registered with HAGOC and asked to sign a Letter of Commitment.

5.Relevance to Role

HAGOC will assign roles to volunteers based on their willingness to take on the role, as well as how well they fulfill the role requirements and confirm the start date of duty periods.

6.Formal Admission

HAGOC will issue a Letter of Acceptance to candidates who are confirmed as being admitted to the programme.

VII. Management and the Rights, Interests & Protection of Games Volunteers

1.HAGOC will clearly stipulate the rights and obligations associated with being a Games volunteer. These will be in line with the Code of Volunteer Service.

2.HAGOC will fully respect Games volunteers, protect their legal rights and interests in accordance with the law, and provide them with agreed benefits such as uniforms and insurance, and the necessary security.

3.The HAGOC operations team at each competition or non-competition venue will create a duties schedule for the volunteers assigned to that venue. Games volunteers will provide volunteer services in strict accordance with these schedules.

4.A volunteer management system will be set up and commendations given to outstanding Games volunteers when appropriate.
