

吉祥物是大型体育赛事品牌形象和赛事景观的重要组成部分,也是最活泼的视觉形象标志。杭州2022年第19届亚运会(以下简称杭州亚运会)吉祥物“江南忆”组合已于2020年4月3日正式发布。为加强杭州亚运会吉祥物的动漫衍生开发,弘扬亚运美学文化,助力“体育亚运”“城市亚运”“品牌亚运”建设,2022年第19届亚运会组委会(以下简称杭州亚组委)决定启动“杭州2022年第19届亚运会吉祥物原创动漫作品大赛”。现将有关事项公告如下:
一、参赛资格
海内外所有关注和支持杭州亚运会筹办工作,愿意积极参与杭州亚运会吉祥物动漫作品创作,同时具备成熟的创意策划、动画或漫画制作能力的自然人、法人和其他组织(以下统称参赛方)。
二、总体要求
1.作品内容。以杭州亚运会吉祥物为主角的形象宣传动画片或漫画绘本,内容侧重情节刻画和角色塑造。其中形象宣传动画片成片时长应在3分钟以上,漫画绘本成书主体篇幅应在150页以上。
2.主题理念。参赛作品应彰显奥林匹克精神,契合杭州亚运会筹办理念、目标和愿景;反映中国文化特色和杭州城市特质,展现健康向上、热情好客、开放包容的东道主形象,营造全民参与、共享亚运的热烈氛围;紧密围绕亚运主题,推进对吉祥物角色形象、杭州城市文化和亚运文化的有机的融合和展现;整体生动活泼,契合大众审美,适合传播。
3.其他要求。
(1)参赛作品的内容和元素应遵守中华人民共和国相关法律法规和政策规定,满足作品参赛的技术性标准和条件。
(2)参赛作品不得引起任何对奥林匹克运动追求与中国文化和价值观的误读与偏见,不得含有任何涉嫌国别歧视、民族歧视、种族歧视、宗教歧视或者其他有悖于社会道德风尚和良好风俗的内容。
(3)参赛作品应保证作品知识产权的独创性,不得有任何第三方主体就参赛作品主张相关知识产权。
三、参赛文件的组成
参赛方应提交参赛文件。参赛文件应包含参赛方简介、参赛作品、参赛作品阐述、法律文件等四部分内容(具体详见附件)。其中,参赛作品部分,形象宣传动画片提交格式为主流视频媒体格式(如MP4、MOV、MKV等),分辨率为1080P;漫画绘本提交形式为纸质版本加电子版本,电子版本格式为PDF或JPG,分辨率为300DPI。

参赛方应在上述参赛文件接收截止时间前,将符合要求的参赛文件递至收件人。收件时间截止后,杭州亚组委不再接收任何参赛文件。
五、评选及奖励
1.杭州亚组委将根据参赛文件要求对参赛文件进行形式审查。任何不符合参赛文件形式要求的参赛文件,均视为无效。
2.杭州亚组委将组织成立专家评审委员会对通过形式审查的参赛文件进行评选,择优评选出获奖形象宣传动画片作品(其中一等奖作品1个,二等奖作品3个,三等奖作品10个)及获奖漫画绘本作品3个。根据参赛和专家评审情况,如未能评选出合适的获奖作品,杭州亚组委有权空缺奖项。
3.对获奖的参赛方,杭州亚组委将颁发相应证书并发放奖金。形象宣传动画片作品一等奖、二等奖、三等奖奖金分别为税前人民币50万元、30万元、5万元,每个漫画绘本作品奖金为税前人民币20万元。
六、参赛作品权益说明
1.杭州亚组委授予参赛方在本次大赛活动范围内对杭州亚运会吉祥物形象的改编权,参赛方享有参赛作品的署名权;
2.杭州亚组委享有对参赛作品除署名权外的其他全部知识产权;
3.未经杭州亚组委书面许可,参赛方不得以任何形式擅自传播参赛作品或冒用杭州亚组委名义发布参赛作品;
4.获奖参赛方可以根据《2022年第19届亚运会特许经营计划》进行衍生产品开发。
七、其它事项
1.获选的漫画绘本作品由参赛方负责落实出版。
2.参赛方可通过杭州亚组委官方网站(www.hangzhou2022.cn)、官方微信公众号(hzyy2022)、官方微博(杭州2022年亚运会)、官方抖音(HANGZHOU2022AG)等渠道获取吉祥物动漫创作有关文件资料,了解、关注杭州亚运会吉祥物相关信息和动态。

Mascots, as the most vibrant symbols, are a major part of the brand, image and look of multi-sports events. On April 3, 2020, the mascot set named “Memories of Jiangnan” of the 19th Asian Games Hangzhou 2022 (hereinafter referred to as Hangzhou Asian Games) was officially unveiled. In order to facilitate the extended development of animation & cartoon works of Hangzhou Asian Games mascots, promote the aesthetics and culture of Asian Games, and advance the sports movement, urban upgrade and its brand value, the 19th Asian Games Hangzhou 2022 Organising Committee (hereinafter referred to as HAGOC) is hereby launching the Mascot Animation & Cartoon Contest of the 19th Asian Games Hangzhou 2022. It is announced as follows:
I. Participant Qualifications
All natural persons, legal persons and organisations (hereinafter collectively referred to as participants) at home and abroad who support the preparation of Hangzhou Asian Games, have a strong intention to create the animation & cartoon works featuring Hangzhou Asian Games mascots, and possess mature capacity for producing animation or cartoon works.
II. General Requirements
1.Contents
All the participants should create an animated movie or a cartoon book featuring the Hangzhou Asian Games mascots with plots and vivid characters. Each animated movie submitted should last for no less than 3 minutes, and each cartoon book should be no less than 150 pages.
2.Themes
Each entry should meet the following requirements: First, it should embody the Olympic Spirit and conform to the concept, goals and vision of Hangzhou Asian Games with a touch of China’s cultural values and Hangzhou’s characteristics, showcase the vigorous, hospitable, open and inclusive image of the Host City and create a warm atmosphere for broader participation. All entries should be relevant to the Asian Games, combine the mascot images with the culture of Hangzhou and Asian Game vividly as a whole, and accommodate public aesthetics for broader communication.
3.Other Claims
(i) The contents and elements in each entry shall comply with laws and regulations of China and meet the standards and conditions set by the organizer of the contest.
(ii) Misunderstanding and prejudices against the Olympic Spirit or Chinese culture and values should be avoided, and any content involving discrimination on nationality, ethnic origin, race and religion or against social morality and customs is not allowed.
(iii) Each entry shall be original and eliminates intellectual property (IP) right claims from a third party.
III. Submission Requirements
Participants should submit materials including self-introduction, entry, entry interpretation and legal documents. The animated movie shall be submitted in common video formats such as MP4, MOV and MKV with resolution of 1080p; and the cartoon book shall be submitted in both printed and electronic forms and its e-version should be PDF or JPG with resolution of 300 dpi.

Participants should submit all the materials required before the deadline to the recipient mentioned. No entry would be accepted by HAGOC after the deadline.
V. Selection and Prizes
1. HAGOC will conduct a formal examination of the entries according to the requirements abovementioned. Those failing to meet the requirements would be deemed as invalid.
2. HAGOC will organise a judge panel to review the valid entries and select 14 award-winning animated movies (including 1 for the first prize, 3 for the second prize, and 10 for the third prize) and 3 award-winning cartoon books. HAGOC reserves the right to cancel prizes in case entries are not qualified.
3. Certificates and prizes from HAGOC will be conferred on award-winners. The pre-tax bonuses for the first, second and third prizes of animated movie are 500,000 yuan, 300,000 yuan and 50,000 yuan respectively, and the pre-tax bonus for each award-winning cartoon book is 200,000 yuan.
VI. Right Statement
1. HAGOC has granted participants the right to adapt the images of Hangzhou Asian Games’ mascots for the contest and the right to claim the authorship of corresponding entries;
2. HAGOC is entitled to all IP rights of the entries except for the right of authorship;
3. Dissemination of the entries in any form and any publication in the name of HAGOC without written consent from HAGOC are not allowed;
4. Award-winners are entitled to the right of developing peripheral products in accordance with the Licensing Programme of the 19th Asian Games Hangzhou 2022.
VII. Other Matters
1. The award-winners are to be responsible for the publication of the award-winning cartoon books.
2. Documents, information and updates on the contest are available at HAGOC’s official website (www. hangzhou2022.cn), WeChat account (hzyy2022), Sina Weibo account (杭州2022年亚运会) or Douyin account (HANGZHOU2022AG).
